With reference to your semi-official letter
to Cowell of the 8th of March, on the subject of the
settlement made with the Japanese Military Authorities for the Hong Kong bombing, this is just to assure you that the views expressed in your letter and the principle on which the Hong Kong Government acted in assessing the compensation to be demanded are matters on which we are in the fullest agreement with
you.
